Анотація
Предметом дослідження є практичний досвід функціонування механізму публічних закупівель товарів, робіт і послуг в країнах-членах Європейського Союзу, його реформування під впливом впровадження нових законодавчих норм ЄС у сфері публічних закупівель, та гармонізація національних законодавств країн-учасниць із Директивами 2014/23/ЄС, 2014/24/ЄС та 2014/25/ЄС. Метою роботи є встановлення впливу нових законодавчих норм Європейського Союзу у сфері публічних закупівель на механізм здійснення закупівель товарів, робіт і послуг за бюджетні кошти у Європейському Союзі, виявлення переваг застосування цих норм. Методологічною основою статті є сукупність методів пізнання, що застосовуються до механізму публічних закупівель. Основу дослідження склали загальнонаукові методи, а саме: діалектичний, що передбачає об’єктивність, всебічність і системність пізнання; логічний; спеціальні методи наукового пізнання: історичний, метод системного аналізу і узагальнення нормативних документів. Загальна логіка статті базується на комплексному і системному підході з використанням сучасного наукового апарату. Результати роботи. У статті встановлено основні напрями змін механізму та інструментів публічних закупівель в країнах Європейського Союзу, що відбулися після запровадження в дію норм Директив 2014/23/ЄС, 2014/24/ЄС та 2014/25/ЄС, здійснено аналіз переваг від їх імплементування у національні законодавства держав-учасниць. Проведено оцінку ефективності ринку публічних закупівель у країнах ЄС. Обґрунтовано напрями та джерела подальших досліджень, насамперед, через врахування аспектів цифровізації сфери державного управління і фінансів, соціальних та екологічних інновацій. Галузь застосування результатів. Результати можуть бути використані органами державної влади і місцевого самоврядування, територіальними громадами, суб’єктами господарювання різних форм власності. Висновки. Нові норми законодавства ЄС у сфері публічних закупівель, викладені у Директивах 2014/23/ЄС, 2014/24/ЄС та 2014/25/ЄС спрямовані на спрощення процедур публічних закупівель товарів, робіт і послуг за бюджетні кошти, що сприяє вільному руху товарів і послуг в країнах Європейського Союзу. Як наслідок, замовники отримують краще співвідношення ціни та якості. Таким чином, публічні закупівлі стають інструментом стратегічної політики ЄС. Хоча не можна стверджувати, що політика публічних закупівель ЄС є бездоганною, але в процесі її розробки та впровадження завжди враховується досвід усіх країн-учасниць. Державний сектор ЄС може використовувати закупівлі товарів, робіт і послуг за бюджетні кошти для збільшення кількості робочих місць, зростання та інвестицій, а також для створення економіки, яка є більш інноваційною, ресурсо- та енергоефективною і соціально інклюзивною
